mm: rename CONFIG_MEMORY_BALLOON -> CONFIG_BALLOON

Let's make it consistent with the naming of the files but also with the
naming of CONFIG_BALLOON_MIGRATION.

While at it, add a "/* CONFIG_BALLOON */".
